Rename to "Conservation legislation"?

      This base appears to focus on conservation legislation. Could you rename it to reflect that specificity? A broader "Conservation" base could then be created to link this and the Conservation Science, Conservation Action, and Bird Conservation bases I'm developing (and currently refactoring to better distinquish these subjects).
